I am against the shuffling of sections from the evry beginning. There was a point that I planned to send a letter to our Department stating my dissent about it. Here are the Provisions I found that makes the implementation of the shuffling of sections illegal:

Students' Code. Article IV. Section 1.
The students shall have the right to be informed, represented and consulted in the formulation and deliberation of school policies, which directly or indirectly affect the rights and welfare, including but not limited to school fee increases. Pursuant thereto, no school policy or regulation affecting the students’ rights and welfare shall be implemented and approved without prior consultation and notice to the students.

Student's Code. Article IV. Section 2.
School policies, rules and regulations directly affecting the welfare and interests of the students shall be effective after the ten school days following the completion of their publication in the student paper of the University and/or posting of the said policies and rules and regulations to the different bulletin boards around the University.

Students' Code. Article V. Section 1.
The University shall recognize the right of the students to participate in the deliberation, formulation, and implementation of policies affecting their welfare.

Students' Code. Article V. Section 5.
No policy that affects students’ rights and welfare shall be approved and implemented without the participation in the deliberation, formulation, and implementation of the duly authorized representatives of the students.

Student's Code. Article IX. Section 1.
The Central Student Council, Student Organizations Coordinating Council, and the Faculty Members, Non-Academic Staff and the University Executive and Administrative offices shall have the responsibility to observe and publish rules and regulations necessary for the implementation of this Code.

The Engineering Dean's Action clearly is a against the rights of the students.
